WVHIMA HoD Report - October 2009

On Oct 4, 2009, WVHIMA was represented at the AHIMA House of Delegate (HoD) by four delegates, Debbie Parenti, RHIT – President, Brett Randolph, RHIT, CCS – Present Elect, Beverly Ellis, RHIT, CCS – Vice President, and Melissa Maston, RHIA, CCS – 2nd Year Past President (filling in for Savithri Kamath, MS, RHIT, CCS – 1st Year Past President) in Grapevine Texas.

Volunteer leadership, e-HIM best practices, bolstering the HIM workforce, and facilitating the implementation of the EHR were just a few of the industry issues on the minds of members of the AHIMA HoD.    

The House approved two resolutions

  • A resolution for professional guidelines/best practices for electronic documentation, submitted by the Tennessee HIMA (attachment A)
  • A resolution on volunteer and leadership development submitted by the HoD Team on volunteer Leadership Development (attachment B)
In addition, a proposed amendment by the HoD Operations Team to change the provisions of the AHIMA bylaws related to delegate apportionment proposed was referred back to committee. 

The proposed amendment to change the delegate apportionment was the one that had the most discussion during the HoD and HoD breakout sessions.  Several of the other state delegates felt that they were not informed early enough that this was going to be brought up for vote at this years HoD and that they didn’t have sufficient time to discuss with their state membership.  As you know from the WVHIMA website this was not the case for us.  Debbie Parenti and Bev Ellis had already brought this to the WVHIMA Board and this was put out for vote on the WVHIMA website (We should all thank Debbie and Bev for always making sure we are a step ahead of the other states).  During the HoD it was proposed that this be sent back to committee and this was voted and agreed upon by the HoD. 

With the above amendment being sent back to committee there will be more discussion on how this amendment should be handled.  One of the new proposals is for the HoD to adopt the “Senate Model” for delegates to the HoD.  This would mean that every state would be equally represented at the HoD with 2 delegates.  With that said there will be another vote put out on the WVHIMA website for all members to vote.  Please make sure you vote so we will be able to represent all of the WV members when this is brought up again. 

This was my first time attending the HoD and I was so glad to have Debbie, Bev, and Melissa with me.  They have attended these meetings for several years and were very seasoned on how the process works.  The HoD is a very formal process following Parliamentary Procedures and Robert’s Rules of Order.  If you ever have the chance to attend the HoD as an observer or attend as a Delegate you should.  It is a very eye opening experience.  

In addition to attending the HoD the representatives attended several informative meetings during the convention, but made a special effort to attend the presentation on Home Sweet Home:  Home-based Program That’s More than Coding and Transcription.  This was presented by fellow WVHIMA member Christine Metheny, RHIT.  Chris did an excellent job with her presentation and was a great representative of WVHIMA.  Thanks Chris for your continued dedication to the HIM profession.
