The detailed results of the House Vote on Delegate Apportionment and Composition is as follows:

1.     Section 7. Election. Delegates for each Component State Association shall be elected by and from the Active Members of the respective Component State Association

A.    Apportionment. The apportionment of delegates shall be based on Active Members of the Component State Association at the close of business on December 31st of the immediate prior year. Each Component State Association shall be entitled to one two delegates and for any portion of 100 Active Members and shall be entitled to one additional delegate for each additional 100 percent of Active Members or major portion thereof, but no Component State Association shall be entitled to more than five six (5) (6) delegates.

MOTION:  I move to accept the bylaws amendment on delegate apportionment, Article V. Section 7. A. to take effect July 1, 2011. The motion is proposed by the House of Delegates Team on House Operations.

Second: Since the motion is coming from the House Operations Team, it does not require a second.

Per the AHIMA Bylaws, it will require a 2/3s majority of votes cast to approve.

The vote on the Bylaws Amendment on Delegate Apportionment was Defeated.  The vote required a 2/3s vote of the House to pass.  A 2/3s majority vote would have been 143 of the 213 votes cast.

a.     Number of CSAs with delegates participating in the vote: 52 out of 52

The AHIMA's bylaws require delegate representation from at least one third of the CSAs for a valid election.  Therefore, the quorum requirements were met.

2.     Bylaws Amendment on House of Delegates Composition

Section 7. Composition. The House of Delegates shall be composed of the nine (9) AHIMA Board of Directors and delegates from Component State Associations determined in accordance with Section 7. Each member of the House of Delegates shall have one vote and no proxies shall be permitted.

MOTION: I move to accept the bylaws amendment on the composition of the House of Delegates, Article V. Section 5. to take effect July 1, 2011. The motion is proposed by the House of Delegates Team on House Operations.

PROVISO:       

This motion will be effective only if the motion to amend the AHIMA bylaws, Article V. Section 7. A., on delegate apportionment is adopted.

Second: Since the motion is coming from the House Operations Team, it does not require a second.

Per the AHIMA Bylaws, it will require a 2/3s majority of votes cast to approve. To clarify, both bylaws amendments (delegate apportionment and House composition) will be voted on simultaneously; however, if this motion (Article V. Section 5.) passes, it becomes effective only if the motion to change the delegate apportionment formula (Article V. Section 7. A.) passes.  

The vote on the Bylaws Amendment on House of Delegates Composition was Defeated. If Delegate Apportionment had passed, then the Composition vote would have been approved.  The vote required a 2/3s majority vote of the House to pass based on the results of the Delegate Apportionment vote.  A 2/3s majority vote would have been 145 of the 215 votes cast.
